Thus sprung upon the idea of these Paro cookies without baking powder or teething biscuits or 3-ingredient cookies for kids without baking powder, soda.

I am sure this simple cookie recipe will work for your little one too, for it uses just 3 ingredients -

 1 cup = 235 ml =16 tbsp
Whole  wheat flour -1/2 cup +2 tbsp (if you choose to bake with butter, you may need 2 tbsp extra - total of 3/4 cup flour)
Solid Ghee/butter/cream or malai- 4 tbsp (malai is the cream that settles on top of boiled milk)
Jaggery powder-4 tbsp(more or less depending on your taste)
Cardamom powder for flavor (optional) or organic vanilla powder

So this is the ingredient list - small, right?
On top of it, these ingredients are available in every home.
Most importantly, these kid-friendly cookies are done in a jiffy.

So let's start with this simple cookie recipe, which is healthy, filling, and flavorful without artificial flavors.
We have already listed the ingredients on top.

A Little about Paro- my niece and her favorite Kid-Friendly recipes prepared for her by bhua:
Paro is not her real name. It is only how I have been calling her since her birth. She responds to this name.
My 2-year-old Paro loves everything bhua makes. She is deeply attached to both her bhuas. I have baked many cookies for her. Her most favorite ones were the nankhatais without baking powder/soda.
She also fell in love with multigrain bourbon biscuits made by her bhua.
The whole wheat coconut cookies were also a hit with her.
How can I forget the oats chocolate kulfi for kids or even homemade chocolate that I made for her?
I remember how Paro literally fought with her mom to get a taste of oats kulfi.

Here's how to make Eggless kid-friendly atta cookies at home


Take a bowl.
Add malai or solid ghee to it. I have used malai or cream. You can also use butter here for a buttery flavor.
Throw in dry jaggery powder. Make sure there are no grits of jaggery. If it does have, run the jaggery in a processor or grinder and powder it. This will ensure that jaggery does not ooze out from the cookies while baking.
Whisk jaggery and malai/ghee until the mix looks light and fluffy. Add cardamom powder.
Sift wheat flour in a separate bowl 3-4 times.
Stir whole wheat flour into the ghee-sugar mixture.
It should be a loose, sticky dough. If it looks tight or dry, add 1-2 tbsp of milk.
DO NOT KNEAD. The idea is to mix everything with a spoon or spatula and leave it covered for 20-30 minutes. 
Preheat the oven or convection to 170 degrees. I have airfried the kid-friendly cookies. Preheat the airfryer for 5 mins.
Roll out the dough like a thick chapati on a flat surface.Do not keep these cookies too thick or too thin.
Use a cookie cutter to cut shapes and bake the kid-friendly cookies for 12 mins or until the sides start to brown.
Allow the kid-friendly atta cookies to cool down before sharing these baked beauties with your tiny tot.
